On the crossdressing front, I thought that was a myth, or at least based on extremely thin evidence...but Tim Gunn, of all people, vouches for it...

Sadly, I think the most salacious one, Anthony
Summers' story of a cross dressing "Jedgar" is out of print...

"The Chancellor Manuscript" -- Robert Ludlum at his paranoid postmodern metanarrative best. Doesn't actually say all that much about Hoover, who's assasinated in the first chapter IIRC, but it's great fun...

Not a biography, but an interesting piece of research material, related to Hoover, is Frank Jerome's "The Einstein File," which details Hoover's spying on Einstein from the moment he entered the country. By the time Einstein died, he had accumulated an 1800+ page record with the FBI. The book is, thankfully, much shorter than that, but it might be an interesting tome to add to your work on Hoover, as well as tying him (and Einstein, as victim) to the rise of the American national security apparatus.

As to general biographies on Hoover; lacking anything of knowledge on the man, I can only say good hunting.
